Instance switches to blocked status when sending a message to a deleted user

Error
When sending a message to a deleted user, the instance may incorrectly switch to the blocked status.

At the same time, the instance is not actually blocked.

Required
It is required to fix the handling of messages sent to deleted users.

1. Reboot the instance.
2. After the reboot, the instance can continue to be used.
